- Projects must benefit communities in:
- Clallam County, WA
- Jefferson County, WA
- Kitsap County, WA
- Whatcom County, WA
Preferences:
- Projects with measurable outcomes and defined timelines
- Strong alignment with community needs
- Demonstrated impact for underserved populations
- Leveraged or additional funding sources

- Completed projects
- Budget deficits or debt reduction
- General operating support (outside project scope)
- Event sponsorships
- Political or religious activities
- Funding for individuals
