About the Program
The Montana Member Impact Fund provides up to $4 million in total grant funding to support affordable housing and community development initiatives across the state.
Through this competitive matching program, FHLB Des Moines will provide up to $3 in grant funding for every $1 contributed by a member financial institution, whose eligibility is confirmed by the Bank.
Grants may be used for capacity building or working capital to advance affordable housing or community development projects.
⚠️ Important: Only FHLB Des Moines members (not nonprofits directly) may submit applications. Nonprofits must partner with a participating member institution.
Funding Structure
- Match Ratio: Up to 3:1 (FHLB funding to member contribution)
- Minimum Member Contribution: $2,500 per application
- Maximum Member Contribution: $200,000 total across all applications
- Total Funding Available (Montana): Up to $4 million

Funding may support projects within two primary categories:
Affordable Housing
Eligible uses include:
- Pre-Development: Land banking, feasibility studies, engineering, legal fees, permitting, environmental review
- New Construction or Acquisition: Site acquisition, infrastructure, construction costs, labor, appraisals
- Rehabilitation/Preservation/Climate Resiliency: Energy efficiency upgrades, seismic upgrades, adaptive reuse, broadband expansion
- Housing Financial Assistance: Rental assistance, down payment support, mortgage or utility assistance
- Housing Services: Emergency shelters, financial literacy, first-time homebuyer education
- Capacity Building: Staff hiring/training, technology upgrades, strategic planning
Community Development
Eligible uses include:
- Community facilities acquisition or rehabilitation
- Recreation programs
- Food security initiatives
- Youth programs and mentoring
- Supportive services for vulnerable populations
- Job training and workforce development
- Small business incubation and support
- Organizational capacity building
