Grants of Up to $10,000 for Community Projects in Umatilla and Morrow Counties
The Amazon Eastern Oregon Community Fund, administered through ChangeX, provides funding and implementation support for community-led projects in Umatilla and Morrow Counties, Oregon.
Applicants may seek support to launch one of several established community project models available through ChangeX or apply with an original project they have designed or already started. Projects must address an eligible community priority and create a positive local impact.

Amazon supports community programs in areas where the company has a presence. The Amazon Eastern Oregon Community Fund reflects the company’s commitment to supporting local organizations, community groups and residents working to address community needs in Umatilla and Morrow Counties.
The program is administered by ChangeX, an online platform that connects individuals and organizations with funding, project models, implementation guidance and other resources for community-based initiatives.

Projects must address at least one of the following themes:
Sustainability & Environment
Projects that protect natural resources, improve environmental conditions, encourage sustainable practices or engage residents in community greening and conservation.
Health & Wellbeing
Programs that improve physical or mental health, strengthen social connections or expand access to healthy activities and resources.
STEAM
Educational projects related to science, technology, engineering, arts and mathematics.
Future Workforce Development
Programs that help residents develop skills, explore career pathways or prepare for future employment opportunities.
Economic Development & Leadership
Projects that strengthen local economic opportunity, entrepreneurship, community leadership or workforce participation.
Inclusion, Diversity & Equity
Programs that expand participation, reduce barriers and create more inclusive community opportunities.
Homelessness
Initiatives that address the needs of people experiencing homelessness or housing instability.
Hunger
Projects that improve food access, reduce food insecurity or connect residents with nutritious food.
Two Ways to Apply
Applicants may participate through one of two application pathways.
Start a Proven Community Idea
Applicants can select an established project model available through ChangeX and receive funding, step-by-step guidance and other resources to introduce the project locally.

- Co-meta: Digital and Resilient Futures for All Women
- Skate Mind Project
Applicants choosing a proven idea must complete a 30 Day Challenge before funding is released. Funding for proven ideas is allocated on a first-come, first-served basis to applicants who successfully complete the challenge.
Apply With Your Own Community Project
Individuals, community groups and organizations may also apply for funding for a project they have designed or already started.
Applicants will be asked to describe:
- The proposed project
- The community need it will address
- The project’s potential impact
- The scope of the work
- How the requested funding will be used
Applications for applicant-designed projects will be reviewed competitively after the deadline.
Eligible Applicants
Eligible applicants may include:
- Individuals
- Informal community groups
- Nonprofit organizations
- Schools
- Libraries
- Legally registered community organizations
- Other groups leading eligible community projects
Applicants must be at least 18 years old or have permission from a parent or guardian to apply.
Projects must take place within Umatilla County or Morrow County, Oregon.
Individuals, community groups and organizations may receive funding through the program only once per calendar year.
Requirements for Requests Over $5,000
Applicants requesting more than $5,000 must be a registered charitable organization in the United States.
An Employer Identification Number, or EIN, must be provided for requests exceeding $5,000.
Individuals and informal community groups may still apply, but their funding requests generally may not exceed $5,000.
Eligible Expenses
Funding may be used for direct costs associated with starting or maintaining an eligible community project, including:
- Space or facility rental
- Insurance expenses
- Seeds and planting materials
- Tools and equipment
- Training fees
- Program supplies
- Project implementation expenses
- Other costs directly related to the community project
For applicant-designed projects, a portion of the grant may be used to compensate individuals working on the project.
Ineligible Expenses and Activities
Funding may not be used for:
- Work completed before the funding is awarded
- Expenses unrelated to the setup or maintenance of the project
- Payments to team members implementing a proven ChangeX idea
- Promotion of religious causes
- Non-charitable activities
- Sponsorships
- Fundraising events
- Criminal, violent, discriminatory or otherwise prohibited activities
Applicants should not incur expenses before ChangeX confirms that funding has been awarded.
Funding Amount
Applicants may receive:
Up to $10,000 per project
The amount awarded will depend on the selected proven idea or the demonstrated needs of an applicant-designed project.
Funding is generally divided into two payments:
- The first payment is released after the applicant completes the required onboarding or 30 Day Challenge steps.
- The final payment, typically approximately 30% of the award, is released after the recipient completes an impact survey and shares a project summary and photographs.
Recipients must maintain receipts and records documenting how grant funds were spent.

Applications will be reviewed after the deadline based on the program criteria, proposed impact and the strength of the project plan.
Proven Community Ideas
Funding for proven ideas is distributed on a first-come, first-served basis after applicants successfully complete the 30 Day Challenge. Interested applicants should begin the process early while funding remains available.
Reporting Requirements
Grant recipients must share information about their project’s progress and results.
Required reporting may include:
- A brief impact survey
- A summary of the completed project
- Photographs demonstrating the project’s outcome
- Receipts and spending records
- Project updates submitted through ChangeX
Impact information may be shared with Amazon and ChangeX.
