The Boeing Employees Community Fund (ECF) – Texas Houston Chapter provides grant funding to local nonprofit organizations delivering essential health and human services in the Houston area. The ECF is an employee-owned and employee-operated program supported through payroll deductions and gifts from Boeing employees, with funds managed and distributed by a local Board of Directors to address community needs where members live and work.

About the Funder

The Boeing Employees Community Fund empowers employees to collectively invest in their local communities. In Houston, the ECF Board of Directors oversees grantmaking, promotes employee participation, and leads the annual ECF Awareness Campaign to maximize community impact through employee-driven philanthropy.


ECF Focus Area

The Texas Houston Chapter focuses exclusively on supporting nonprofit organizations that distribute and deliver health and human services, ensuring access regardless of gender, race, religion, social stature, or sexual orientation.

Health and human services include:

  • Food, shelter, clothing, and health care services for low-income or vulnerable individuals
  • Physical, mental, and emotional health services
  • Services for individuals affected by abuse
  • Special educational services for low-income or physically/mentally challenged students
  • Supplemental books, supplies, and equipment directly supporting these services

Eligibility & Funding Criteria

To be considered for funding, organizations must:

  • Hold 501(c)(3) tax-exempt status
  • Have been in operation with nonprofit status for at least three consecutive years
  • Be in good financial standing
  • Deliver services locally in the Houston-area communities served by ECF members
  • Offer services that are open to all and non-discriminatory

Grant applications are reviewed by the ECF Board in the order received. Approved grants are paid according to a quarterly payout schedule. Organizations must submit required Impact Reports for any prior ECF funding before additional funds will be awarded.


Ineligible Requests

The Texas Houston ECF Chapter does not fund:

  • Political organizations or political action committees
  • Labor unions
  • Organizations serving international interests
  • Organizations with excessive administrative costs (typically over 20%)
  • Fraternal, sectarian, social, or similar groups
  • Religious organizations, churches, or cemeteries
  • Educational institutions (except those dedicated solely to the physically or mentally challenged)
  • Environmental, beautification, arts, or cultural programs
  • Recreational or sports organizations (except those serving the physically or mentally challenged)
  • Endowments, individual scholarships, or medical research
  • Employee expenses or contributions
  • Animal shelters
  • Individual sponsorships, trips, tours, or fundraising promotions
  • Vehicles not used solely for client services
  • Primarily tax-supported endeavors (with limited exceptions)

Application Process

Eligible organizations must complete the full electronic application through Boeing’s online grant system (STAR). Each application includes a grant proposal and written agreement outlining grant terms.

Applications require:

  • Organizational mission and governance details
  • Disclosure of top five highest-paid staff
  • Funding sources and operating budget
  • Project description, community need, expected outcomes, and number of beneficiaries

Required documentation:

  • Organization operating budget
  • IRS Form 990 and/or audited financial statements
  • Project budget
  • IRS determination letter

Organizations that have never applied for a Boeing or ECF grant must request system access by emailing DL-ECFCGCHouston@exchange.boeing.com.
