- Organizations located outside the Norfolk Southern service territory
- General operating support requests (salaries, rent, utilities, overhead)
- Projects involving Norfolk Southern property
- Organizations without 501(c)(3) status
- Individuals or organizations supporting individuals
- Political or lobbying organizations
- Religious organizations that do not serve the broader community
- Fraternal organizations
- Fundraising events or sponsorships (e.g., races, benefits, telethons)
- Sports teams or athletic organizations
- Chambers of commerce or civic leagues
- Organizations with national or international program scope
